AUGUST CITY MEETING MINUTES 2020

Motion made and official approval to appoint Trina Nudell as Leonard City

Auditor. Motion made and approved to adjourn July 6, 2020 meeting.

Mayor Tracey Jacobson called the August 3, 2020 meeting to order. Bjerke, Goltz,

and Nudell present. Secretary and Treasurer Reports read and approved. Motion

made and approved to place a sign by street to reduce number of vehicles turning

around on the Johnson property. Motion made and approved to give Damon

Disrud permit to build a 28’ by 120’ storage building on his property. Motion

made and approved to create an ordinance to impose $100 fine to anyone

building without a permit or moving a building into the city without a permit.

Motion made and approved to create ordinance –no raising bees in city limits.

Motion made and approved to create ordinance – no more than 25 chickens

allowed in city limits and no more than two of the 25 can be roosters. Motion

made and approved to create ordinance – no waterfowl allowed in city limits.

Motion made and approved to remove former Mayor Greg Wessels and former

City Auditor Marcy Wendling from checking account and add Mayor Tracey

Jacobson and Auditor Trina Nudell as authorized signers on checking account.

Motion made and approved to purchase card, plant, balloon, $100 Leonard

Convenience gift certificate and $100 Ringneck gift certificate for Marcy Wendling

thanking her for 40+ years of service as Leonard City Auditor. Following bills

approved to be paid. Post Office $55, Jet-Way 3,458.75 (clean out & camera

sewer lines), Mike’s Auto 48.60, US Treasury 778.58, Rustads 351.50, Farmer’s

Union Insurance 391.00, B Leedahl 139.63, T Citchie 152.38, M Nudell 406.34, M

SEPTEMBER CITY MEETING MINUTES 2020

After our last meeting, it was discovered that the City of Leonard already has an ordinance for building without a permit. That ordinance is old and very out of date so will need to be updated.

Motion made and approved to adjourn August 3, 2020 meeting.

Mayor Tracey Jacobson called the September 14, 2020 meeting to order. Jacobson, T Nudell, Bjerke, Goltz, M Nudell and Plante present.

Secretary and Treasurer Reports read and approved.

Our City Attorney will attend the next meeting and help draft and finalize the new city ordinances approved at the August meeting.

David Vandrovec gave an update on the 2021 budget and answered questions.

The B&E Excavating bill for building demolition equipment and labor, backfilling equipment and labor, hauling and disposing building material and fill/hauling fill totaled $30,000, but the entire amount does not have to be paid in 2020 per B&E. Motion made and approved to pay $15,000 of the $30,000 bill with the remainder to be paid in 2021.

Selling the old snowblower was further discussed. Nudell called the state earlier that day and the rule is to put anything worth more than $2,500 up for bid. This is very outdated and may be amended at some point in the future during a legislative session. Motion made and approved to seek bids to sell the snowblower. A minimum bid was set. If minimum bid is not reached, an alternative could be to trade both the old snowblower and the old mower when the new mower is purchased.

OCTOBER CITY MEETING MINUTES 2020

Motion made and approved to adjourn September 14, 2020 meeting. Tracey

Jacobson called October 5, 2020 meeting to order. Jacobson, T Nudell, Bjerke,

Goltz, M Nudell and Plante present. Cass County Sheriff Jesse Jahner gave an

update which included information about the new alert system called

“CassClayAlerts.” Sheriff Jahner asked the council to spread the word since this is

an important tool for getting urgent information out to residents when necessary.

Sheriff Jahner also introduced a crime prevention program called “Protech DNA”

in which an invisible mark is placed on tools or other personal property. The mark

is then scanned when found or recovered or at pawn shops to prove the item is

your stolen property. Secretary and Treasurer Reports read and approved. Our

City Attorney will not be able to attend this meeting since his other meeting will

probably run long, but he will be able to meet next Monday. This meeting was

later cancelled due to budget constraints. Mel Morris would like to gift the gravel

road between convenience store parking lot and highway to the city. This

property has already been surveyed. More information including legal costs will

be gathered. Table until next meeting. Motion made and approved to turn off

water in park by October 15 th . City Budget is due October 10. Vandrovec

Accounting’s update was read. PAST DUE sewer and garbage bills will be sent to

Cass County by the November 1 deadline and added to property tax statements.

                       NOVEMBER CITY MINUTES 2020



November 2 meeting was rescheduled to November 9. Motion made and

approved to adjourn October 5 meeting. Mayor Tracey Jacobson called

November 9, 2020 meeting to order. Jacobson, Bjerke, Plante and T Nudell

present. M Nudell was called via speaker phone to reach quorum. Secretary and

Treasurer Reports read and approved. The following motion was made and

approved: The city will not accept the gift of the road between the convenience

store parking lot and the highway. Diana Wessels read a statement expressing

community concern about RV campers in the park. Community members are

uncertain about the backgrounds of campers and concerned about the safety of

children playing in or near the park. Pictures and a signature sheet with 17

signatures was presented to the council. The city was asked to consider

discontinuing camping or to move camping to another location. The council

thanked Diana for her thoughtful and well organized presentation. This will be

tabled for now and discussed at a later date. Motion made and approved to trade

both the old snow blower and the old mower for the new mower.

                          DECEMBER CITY MINUTES 2020


Motion made and approved to adjourn November 9 meeting. Mayor Tracey

Jacobson called December 7 2020 meeting to order. Jacobson, M Nudell, Goltz,

Bjerke, Plante and T Nudell present. Secretary and Treasurer Reports read and

approved.

Onica Johnson informed the council that there are still people turning around at

the end of their road. She would like a larger sign that reads DEAD END. Motion

made to check into getting a larger sign in the spring when the ground is thawed.

Jacobson stated that park issues go to the Park Board, so the council does not

need to make a decision about the camping concern brought to the council at the

November meeting.

Motion made and approved to charge the railroad $1,000 for 2020 mowing.

JANRUARY 2021 CITY MINUTES 

Motion made and approved to adjourn December 7, 2020 meeting.

Mayor Tracey Jacobson called January 3, 2021 meeting to order. Jacobson, Bjerke, Goltz, Plante and T Nudell present. Secretary and Treasurer Reports read and approved. Sheriff’s report was given by Cass County Sheriff Moon. Jacobson noted that several dogs were on the loose within city limits in 2020 and the City of Leonard does have a leash law. Jacobson will send a friendly reminder to residents about the leash law. Attorney fee agenda item included discussion about using Ohnstad Twichell for questions and how much we are being charged for correspondence with firm, services & travel. A bill has not yet been received, but we have been charged in the past. The council expressed concern about the costs and that they were unaware. Jacobson will contact Ohnstad Twitchell regarding fee structure.

FEBRARY 2021 CITY MINUTES  

Motion made and approved to adjourn January 4, 2021 meeting.

Mayor Tracey Jacobson called February 1, 2021 meeting to order. Jacobson, Nudell, Bjerke, Goltz, Plante and T Nudell present. Secretary and Treasurer Reports read and approved. Waste Management purchased Fraedrich Transport, so Waste Management will take over garbage services for the city. There was no contract with Fraedrich and we have until January 8, 2022 to create a contract with Waste Management. Recycling is an option, but there is an added cost. Date of pick up could change. Pick up will be Saturday if a holiday falls on Friday.

The city does not have a contract with Ohnstad Twichell Law Office and we do not pay a retainer. They charge $215/hour less discount.

Motion made and approved to work on the new city ordinances during the March council meeting. Possibility of raising taxes next year was briefly discussed since it has been over 20 years since city taxes have been raised. Insurance coverage was discussed. Motion made and approved to bring insurance up to date. Bill Bjerke was elected president of the council.

MARCH 2021 CITY MINUTES

Mayor Tracey Jacobson called March 1, 2021 meeting to order.

Bill Bjerke made a motion to adjourn February 1 meeting. (seconded by Rita

Goltz) Jacobson, Bjerke, Goltz, Plante and T Nudell present. Secretary and

Treasurer Reports read and approved. (Bjerke, Goltz)

Safety concern in the park was brought to the council. The sidewalk by the library

has sunk deep into the ground and water pools there. Council will start looking for

bids and make a final decision at a later date.

Plante mentioned a garbage company in the Kindred area that might be available

for garbage service. Bjerke made a motion to check into rates and services

provided by that Kindred area garbage company and bring the information back

to the council. (Seconded by Goltz)

The council began drafting new ordinances which will be read at the next

meeting.

Motion made by Bjerke to bring the Cornerstone Bank signers up to date. Trina

Nudell, Tracey Jacobson & Mike Nudell will be signers which are the same signers

as on the Bremer accounts. Seconded by Rita. Motion carried.

The following bills were approved to be paid: Cass County Reporter $38.70, ND

Workforce Safety and Insurance 250.00, T Nudell 369.40, Leonard Fire

Department 62.34, Leonard Library 93.51, Leonard Cemetery, 25.96.
